NATO’s Steadfast Dart 2025 and the seismic shift in European security

NATO’s new Allied Reaction Force (ARF) has successfully completed the deployment phase of Exercise Steadfast Dart 2025 (STDT25), demonstrating that it is more than capable of achieving rapid movement of personnel and equipment across thousands of miles to reinforce Europe’s eastern flank.

Convoys from the UK, Greece, and multiple other NATO-member states have now reached their destination, Romania, in readiness for the next phase of the operation which will focus on integrating multinational forces and training.

In keeping with the operational expectations of a Rapid Reaction Force (RRF) to respond promptly to crises as they unfold, armed forces from 10 NATO allies made the journey from the UK within the 10 day limit mandated for Tier 1 forces in the new ARF; with some convoys arriving at rallying zone 36 hours before the deadline. This achievement comes as excellent news for the ARF, which is a fifth-dimension force directly subordinate to the Supreme Allied Commander Europe (SACEUR) designed to defend against all threat manifestations and deter any potential aggressor in a minimal timeframe.

How else is the ARF proving itself in the ongoing STDT25 manoeuvres to be an essential part of NATO’s defensive apparatus? Previous NATO RRFs have largely confined their operational focus to the three traditional dimensions of conventional warfare; land, sea and air. The ARF has, in evolving the capacity of NATO’s high-readiness units to counter contemporary threats, implemented the space and cyberspace dimensions of warfare. Moreover, there is no doubt that the nine European militaries participating in STDT25 have proficiently executed a highly complex and numerically extensive logistical operation. In just over a week, the ground component units of the ARF have deployed 10,000 soldiers along with at least 1,500 armoured fighting vehicles (AFV’s) of various types and tactical functions (Apps, 2025). Accomplishing this remarkable feat in the opening stages of STDT25 has served as irrefutable proof that the ARF is a formidable expeditionary warfare force that can and will repel hostile actors in eastern Europe and beyond the European continent.

While Steadfast Dart 25 is mainly designed to test the rapid manoeuvrability of European NATO allies who are closer to potential hostile states in the East, there is no doubt that the lack of attendance of US Forces has raised some eyebrows. Whilst no official explanation has been provided by either US or NATO representatives, NATO’s most powerful member state’s avoidance of STDT25 can be attributed directly to the broader foreign policy stance of the incumbent administration of Donald Trump, who has almost habitually been a fervent critic of the alleged ‘globalist’ agenda of his predecessor, Joe Biden. In stark contrast, Trump, his political allies in Washington and his popular support base have strongly favoured a radical isolationist philosophy that seeks to withdraw the US from international conflicts, multilateral treaties and humanitarian programs (). The American trend towards geopolitical isolationism has been further evidenced by President Trump’s executive order to withdraw the US from the United Nation’s World Health Organisation (WHO), The Paris Climate Agreement and has threatened to waver US military commitment to the collective security of NATO unless all member states allocate significantly more of their Gross Domestic Product (GDP) towards national defence.

Therefore, the significant accomplishments demonstrated in the opening weeks of STDT25 in recognising, identifying and responding to a vast array of increasingly asymmetric and sophisticated threats as well as seamlessly conducting grand-scale logistical operations has been performed remarkably well by NATO’s ARF. Whilst this profound tactical and operational success has been credited to the professionalism and diligence of European NATO soldiers, STDT25 has failed on the grand-strategic level in revealing the geopolitical fragility of NATO unity. The absence of any US participation in STDT25 paired with President Donald Trump’s Isolationist foreign policies may well be an early warning of the risks posed by nationalist heads of state and the survival of the world’s largest military alliance.
